General Statement: Under the general direction of the Research Manager II (GIS), the incumbent will have responsibility for complex technical research for a wide variety of systems development, implementation, and evaluation of duties related to the techniques and methodologies associated with geographic information systems (GIS). Will work with CalEMA and GIS staff on agency-wide efforts to initiate and maintain an geospatial data management system for emergency management function such as risk analysis and loss estimation. A. SPECIFIC ACTIVITIES [Essential (E) / Marginal (M) Functions] 50% (E) Provides research and statistical studies involving various types of digital spatial data and the techniques and methodologies associated with geographic information systems for emergency management. Responsible for acquiring and maintaining data on geographic, demographic, and built environment features for use in the planning, response to, and recovery efforts of disasters. Produce reports, maps, charts, and graphs of GIS databases. Research, analyze and make written recommendations regarding the use of various GIS hazard modeling tools used in response and recovery of earthquakes such as EPEDAT and HAZUS. The incumbent will be responsible for maintaining adequate distribution and the security for products in accordance with the CalEMA policy. 20% (E) Design and implement GIS research projects that would describe the spatial characteristics of specific hazards, such as their physical and geographic nature and their effect on the social, demographic, and economic aspects of the Coastal Region through maps and written reports. 15% (E) Attend meetings consult and coordinate GIS information with other state agencies and local jurisdictions as related to emergency preparedness and facilitate information to regional staff in the form of maps and data. Provide assistance in the use of GIS information for planning purposes, such as hazard mitigation plans. 10% (E) Plan, develop and provide presentations to Executive and Headquarters staff, hazard mitigation researchers, and specific GIS groups on GIS applications to disaster planning, response and recovery efforts in CalEMA. Advise staff on related technical issues, system capabilities, and development potential. Coordinate with other GIS staff and development efforts within the agency. 5% (M) Other duties as assigned: including, but not limited to, working overtime in state emergency response and recovery operations and other critical areas of responsibilities. Attend staff meetings, training, etc. Work in Regional Emergency Operations Centers (REOCs), State Operations Center (SOC), or Field Offices during emergency and disaster response and recovery operations. Participate in drills, training, exercises, and disaster response and recovery operations, and other duties as required. B. SUPERVISION RECEIVED The Research Manager II - (GIS) will supervise the Research Analyst II – (GIS). Close supervision will be exercised during the 6-month probationary period. Independent action and decision will be gradually developed as appropriate depending on incumbent's aptitudes and situational requirements. C. SUPERVISION EXERCISED None D. ACTIONS AND CONSEQUENCES Failure to effectively perform the duties of the position could result in providing inaccurate information. Incumbent actions provide support to CalEMA executive and staff-level decisions in all phases of emergency management in the context of reducing losses of lives and property and the protection of the environment. G. FUNCTIONAL REQUIREMENTS The incumbent works in an office setting with artificial light and temperature control. The incumbent will work a minimum of 40 hours per week, with possible overtime in the event of an emergency. Ability to use a personal computer and telephone is essential, as the majority of the work is performed in utilizing these tools. H. OTHER INFORMATION Driver's license required. During emergency operations, may be required to work in the State Operation Center (SOC), Regional Emergency Operations Center (REOC), Joint Field Office (JFO), or Local Assistance Center (LAC), to provide assistance in emergency response and recovery activities. All staff are required to complete the Basic, Intermediate and Advance Emergency Response Training and participate in one of three Readiness Teams that rotate activation ability on a quarterly basis. May be required to participate in emergency drills, training and exercises. Under these emergency operations, staff need to work effectively under stressful conditions; work effectively & cooperatively under the pressure of short lead times; work weekends, holidays, extended and rotating shifts (day/night). Statewide travel may also be required for extended periods of time and on short notice. Eligible candidates who are current state employees with status in the above classification or lateral transfers from an equivalent class, former state employees who can reinstate into the above class or persons who are reachable on a current employment list for the classification. Positions advertised as Limited-Term may revert to permanent at a later date.
